In my opinion, Katarina wins. You just have to avoid Ahri's first 3 poke levels, a-w-a and stay out of the range of her q and e. Once you are lvl 3 you can do e (behind her) w- auto and avoid her charm by walking to the side, continue with auto-passive q-e (behind) auto-passive.
However since Ahri's charm can knock her down from her ult and serve as a temporary escape utility when she blinks towards you, I noticed that the safer you play and the more the match-up tilts towards Ahri's favor.
