Do they just attempt to contact and visit every address that doesn't pay for a licence? If not, how do they identify who is illegitimately watching live TV with no active Licence? Also, I own a tourer caravan, and can watch TV at every site we visit - how do they know I have a licence registered at my address, and can watch tv away from home?

Try restarting the launcher or the PC. If you are on steam I think you can view the CD key of the game so try that and type it in. Are you using the same account that has the game or are you trying to launch it from a different account? But your best bet would be to contact Rockstar support.
Do you own the games you are trying to play on Ubisoft Connect? Open ubi connect on pc app, select game press play, it will then activate on your account. Don't need to install. This happens when you bought your game in a different country and are attempting to play it in a different country. I had this same exact problem.

So you could grant authorisation to Humble Bundle or IndieGala or the like, and then when you bought a game from them, they'd automatically add the game to your Steam account, no need to accept gifts or copy-paste keys.
