Since the phone number has changed, there is no way to recover the account. To reset the password you need access to the phone number.
I had changed my phone numbers without updating my iCloud account. So my trusted device and phone number Apple had on file I no longer had access to. I got a new phone and number and didn’t have access to the old phone/number so I was locked out of my account. I knew the old phone number, email to the account and the password.
