This is incorrect. You don't need access to said phone number to begin the account recovery process. You simply need to be able to confirm what the number is. Then you can change it if the hacker isn't on top of using the device.
Someone hacked my AppleID account and changed the Trusted Phone number and the Password. I have been unable to reset it on my own, and the overnight support has not been able to help either. I also can't get account recovery because I don't know what the phone number was that they changed it to.
It asked for my email linked to the account, my recovery phone number linked to the account and what I wanted my new password to be. When I finally got the recovery text, I went back to iforgot account recovery on Apple website with a link that was provided by the text message.

26 sty 2023 · My AppleID was hacked (when i try to log in it says: "This Apple ID has been locked for security reasons. You must unlock your account before signing in.") When i go to iforgot.apple.com I have to enter a the phone number of the hacker, so i cannot continue there.
I've been trying for a month and half to get my account recovered. I originally set it up for a work phone years ago and forgot about it. Now 4 years later I'm trying to get access to my old account. Tried forgot password but don't have access to my old work phone so initiated account recovery.
