Yes. You can't initiate account recovery without knowing the phone number. And all you need to complete Account Recovery is knowledge of that trusted number, although not knowing any of the personal details associated with the account means you have to wait the maximum timeframe of several weeks.
This weekend I noticed an email in my junk box claiming I’ve been hacked, phone was infected with Pegasus and need to send money. Immediately changed my Apple password and did the MVT testing. The results came back with zero detections but still eliminated half my apps, cleaned up my files and changed passwords again.
There are two parts to an email address. The display part "John Doe" and the email part JohnDoe @ xyz.com. Expand the header and you will see that the email part is not your email address. I got the same (or similar) scam once, but that was genuinely said to be from my own email.
