Since the phone number has changed, there is no way to recover the account. To reset the password you need access to the phone number.
Forgot my iCloud password - that's clearly my fault - but this has nearly convinced me to go with a non-Apple phone for all the frustration this has caused. Nobody else makes their customers wait two weeks for a password reset.
When I finally got the recovery text, I went back to iforgot account recovery on Apple website with a link that was provided by the text message. There I was able to log back into my Apple account and all was well.
