Apple says they cannot lock/block/recover account or ICloud or photos or credit cards or passwords stored in it. We cannot create a new AppleID without a factory reset of the phone losing contacts, SMS history, app history.
If you have a secondary email on your account(not an @icloud.com address) you can try iforgot.apple.com to reset your security questions or your password via email. If this doesn't work, or it says not enough information, then you're SOL.
Someone hacked my AppleID account and changed the Trusted Phone number and the Password. I have been unable to reset it on my own, and the overnight support has not been able to help either. I also can't get account recovery because I don't know what the phone number was that they changed it to.

25 wrz 2024 · Go to Settings. Tap your name > Sign-In & Security > Change Password. Follow the onscreen instructions to reset your password. Reset your Apple Account password on a different trusted device. You can also follow the iPhone steps on a trusted iPad, Apple Vision Pro, or Apple Watch.
As that last article says, once hijackers have changed the trusted phone number, or have added an account recovery key, it's virtually impossible to get Apple to do anything for you. If there is a chance, I would start with a police report, so that there is official documentation that this happened.
