You had to wait because you don’t have access to the device linked to your iCloud account (in your case the device is broken). If you have your device it would have been instantaneous since Apple can verify your identity by sending you a code (via iCloud) to the iPhone.

When signed into iCloud on a device it will periodically send a "heartbeat" to Apple saying "hey, I'm here and active". If this "heartbeat" is received by Apple during account recovery it will stop the process with no warnings. This information is in the fine print that no one reads.
The only way to check the status of recovery is to go to the recovery site and attempt another one and see what it says. I had this issue with the main Apple account at my job (someone changed the password and forgot it). When you contact Apple, the people you talk to have no access to this process at all and can't help.
If you submitted your account recovery request with iforgot.apple.com through your device's browser, you should avoid using that device during this period. Using that device might cancel account recovery.
If you lose your phone and don't have any other devices on your apple ID account then you are straight fucked and can't restore the replacement device from icloud back ups until this insane process of getting a new trusted number added completes which takes forever.
Once you start account recovery the only thing you should do is go to iforgot.apple.com. It will tell you in real time how much longer you have. Check in randomly.
