This is where it gets sticky. IF you have an icloud email in particular, you won't get the email. The email has a cancel button and a link to iforgot. Three things will cancel it. One is the "not me" in the email. The other is if you sign in successfully. And the other is if a trusted device comes online.
But instead, by going to account recovery in the browser entering my email address, I've confirmed that someone has definitely set up an apple ID using that email address. And linked their phone number to it.
Just send an email to the account, and a text to the number saying you have 24h to intervene, not 2 weeks. Also it's clear I know the password, AND i know the old phone number (it shows only the last 2 digits), and I have access to the mail account.
