You can find pockets of this amount of band support. Somebody else correct me if I'm wrong, but to my knowledge it's not all of Texas that has these amazing programs. It's parts of Texas that have the money. I might also help if Texas has larger districts because of regionalization.
For instance in the JMU marching band and Winterguard, they have members from 3 different colleges and my daughter spun Winterguard with them as a high schooler. Some independent guards aren’t affiliated with a college or university at all.

A grade is approximately worth a year of playing. So a high school band could play anything from grade 3-5, although 3 and 4 are probably more common. There’s a lot of variation within the grade levels, but it’s good for an approximation when looking for repertoire.

The corps of cadets, to give one an idea of the scope of its military program is broken down as follows: 3 Air Force wings, 3 Army brigades, 2 Navy and Marine regiments, nd the Fightin’ Texas Aggie Band.
