The main valve in the transmission is pushed by the fluid pressure (against a spring). Essentially, the higher the pressure, the farther it moves. When the engine spins fast, it generates more fluid pressure. This opens the valve, which allows fluid to move towards the next clutch pack.

There are several videos on the rebuild of the 4l60e but you can pretty much tell where the balls go from placing the gasket on the valve body. First rule of transmission is a nice clean table to disassemble everything one part at a time. I usually go left to right then assemble in reverse order.
