Welcome to the Office of Water Programs! Starting July 1, 2022, OWP will only send paper test booklets and scantrons upon request and for a fee. The purpose of the Sacramento County 4-H Youth Development Program is to help young people discover and develop their potential and grow into competent, contributing, and caring citizens.
Our online courses offer flexible, easy access to modular water and wastewater training materials that enable operators to satisfy continuing education requirements. All courses have time limits based on the number of continuing education units (CEUs) offered.
The new regulations also established a water distribution operator certification program. This program became the Drinking Water Operator Certification Program (DWOCP). The DWOCP was originally under the Department of Health Services and then the California Department of Public Health.

The Board can grant certification through reciprocity to operators who hold a valid water treatment or distribution certificate issued by another State. Reciprocity is offered for Grades 1 through 3 for both water treatment and distribution.
