Enrollment Process. All 4-H youth (ages 5-19) must enroll annually (July 1 through June 30). 4-H Enrollment is conducted by each 4-H Club and the Sacramento County 4-H Office. Eligibility. Youth are eligible to participate in 4-H if they meet the following criteria:
