Whenever I need to download an update it never works unless I run the game as administrator. Make sure it's not being blocked by a firewall. Download and run latest GTA V installer. You won't have to re-download the game. Go into windows>Settings>network and make sure proxy is off. The proxy turms itself on occasionally.
EDIT - The official patch to fix it has been released. Have fun guys. Head over to your GTAV folder. Then open your "Redistributables" folder. Delete the following two .exe files : Rockstar-Games-Launcher.exe & Social-Club-Setup.exe. Now start the game just like you normally do. It should work and you should be able to log online.
