State your motion – say what decision you want to see. When you prepare for the debate, first brainstorm ideas. Then decide in which order you want to present your points, and assign them to a speaker. Begin and finish with a particularly strong and impressive point (see student handout 8.2).

19 cze 2014 · Thischapter examines debate and deliberation in legislatures, first by providing a broad overview of the strategic/partisan-rhetoric, deliberative, and discourse approaches to parliamentary debate. It considers the basic theoretical assumptions of the three approaches and presents some major empirical findings.
1. Debate Structure. 2 teams – Proposition & Opposition. 3 speakers per team. 1.1 Who else is present? Speaker of the House – chairs the debate; technically all speeches and points of information are directed to him/her, they call each debater to the floor, etc. Timekeeper. The basic debate structure is as follows: Topic. A topic is chosen for each debate, known as the resolution or motion. It can be a statement, policy, or idea. The motion is usually a policy that changes the current state of affairs or a statement that is either true or false. The motion typically starts with “This House…” The setup.
A legal debate is a discussion between lawyers, legal academics, jurists, politicians, and others who might have interest or expertise in the law, about a particular legal issue. Legal debates can take many forms, and do not necessarily need to be in person.
A Member moves a motion; The Speaker proposes the question, repeating the terms of the motion; The motion is debated; Unless the motion is withdrawn, the question is put by the Speaker and the House comes to a decision (if necessary by means of a division).
