I'm pretty sure the difficulty setting on Ms. PAC-MAN is for how long the ghosts stay blue. The hard setting lowers the amount of time the ghosts are vulnerable.
Half the games (Ms. Pac-Man and Galaga, of course), are awesome, while the other two (Pac-Man Plus and Dig-Dug 2) are pretty much a waste. I'd love to replace those two with their better versions (Pac-Man and Dig-Dug), and also add Donkey Kong and Frogger.
