Americans at that time regarded impressment as a deliberate and dastardly act perpetrated by a foreign power against innocent men.
On 18 June 1812, Congress voted for war with Great Britain, though not by a wide margin. At the time of this declaration of war, the U.S. Navy consisted of only nine seaworthy frigates and eight smaller vessels.
