This Handbook is designed to help you understand how the criminal justice system works in New York State, from arrest through appeal. All bold terms in the following sections are defined in the Glossary. This Handbook is not a substitute for a lawyer.
"City court" means any court for a city, other than New York City, having trial jurisdiction of offenses of less than felony grade only committed within such city, whether such court is entitled a city court, a municipal court, a police court, a recorder`s court or is known by any other id or title.
Most citizens need to know that their trial courts offer treatment and probation programs, provide counseling and training for couples and offer protections for those too elderly or infirm to take care of their own affairs.
The New York State Court Officers Academy provides training programs for all court system personnel classified as “peace officers.”

County Court: The County Court hears felony cases and civil cases involving claims of $25,000 or less. Each county, excluding the five counties of New York City, has a County Court.
