So to your actual question: No, you cannot run Forge with Minecraft 1.8.4 because the Minecraft obfuscation table changes with each release (no matter how minor the change). You will need to use Optifine for Minecraft 1.8.0 to use it with Forge.

14 maj 2015 · is it possible by chance that forge will update to 1.8.4 after 1.8 is stable enough/has many of the bugs with the api fixed? I ask this because 1.8 has alot of bugs in it and 1.8.4 has many of them fixed, this shouldn't be too hard nor effect modders too badly except that they will have to re-com...
maybe uninstall java 16 and just run it on the minecraft launcher, and then install the old java version to run older versions such as 1.8 on multimc and modded launchers
