First, fix the game on Origin. Origin / Library - right-click on TS4 - option "repair game". And try once more move the mods folder to the desktop to create a new mods folder. Check if it has only resource.cfg file inside and nothing more.

I find it easier to keep track of mods when they're organized by creator, especially if they're game-altering things like overhauls. One-off mods go in the general Fixes and Improvements folder. This ensures that script files don't get buried too many levels deep. Build, Buy, and CAS each get their own folders and subfolders.
