They don't allow a skip because they had data that specifically showed new players skipping the tutorial had a less likely chance of continuing the game compared to players who finished the entire tutorial. Without the tutorial people were more likely to quit the game and not give it a proper chance.

During the launch of Hardcore Ironman Mode Skippy could be used to skip to Juan at the end of Tutorial Island, where people could choose their Ironman status before teleporting to Lumbridge.
28 lut 2017 · In those game modes, the NPC Skippy is next to the door of the first building you spawn in on the island. You can talk to him to have him teleport you off the island. You will be given all of the equipment you would normally obtain from going through the entire tutorial as well.

Tutorial Island is the starting place for every new Old School RuneScape player character. It's located in the Kingdom of Misthalin, and is connected to The Node just to the south.
Used to be possible to die to the rats and respawn in lumby with 0 combat xp but this was patched ages ago, recently Rendi used a teleother bug at tutorial island that allowed to get 0 xp on magic, also patched.
