Jotaro is able to move in stopped time because he has the same ability as DIO. All you need to be able to move in stopped time (while having the power to do so) is to get used to it after believing that you can. We see this in DIO's flashback when he first learns he has the ability.

the 10-20 second guess makes little sense when considering the rat fight where jotaro stops and starts time in very quick, consecutive bursts. But, in that fight, Jotaro only stops time for about 1 or 2 seconds each time. So it's not as comparable to Dio's usage of the ability in the previous arc.
