Whisk together the flour, salt, pepper, and Parmesan. Add the cold butter, working it in until no large pieces remain; a mixer works well here.
Bake the crackers for 6 minutes. Remove the pan from the oven, turn the crackers over, and bake for an additional 5 minutes, or until they're lightly browned. Remove the crackers from the oven and brush them with melted butter.
