Codes are used at terminals to unlock lore. Terminals appear as small server stacks attached to walls in missions. There is a terminal located in the lobby of the left building at the top of the Decovenant hospital. There is another terminal located in the room before the Dawnbreaker boss fight...
Controls/Keybinds are what allow you to control your character in HELLMET, they let you use items, move your character, and more. Currently, the controls in HELLMET are not very customizable, however it is very possible that this might change in the future.
