12 maj 2023 · In 2021, there were 475 038 prisoners in the EU, equivalent to 106 prisoners per 100 000 people. The prisoner rate increased after a decline in 2020 (104 prisoners per 100 000 people) but remained the second-lowest figure since the turn of the century.
In 2021 Turkey had the highest incarceration rate among European countries, at 355 prisoners per 100,000 inhabitants, followed by Georgia, which had an incarceration of 237.

On 31st January 2021, there were 1,414,172 inmates in the penal institutions of the Council of Europe member states for which data are available. This document summarises the main findings of the 2021 Council of Europe Annual Penal Statistics on Persons under the Supervision of Probation Agencies1, better known under the acronym SPACE II, and compares them to those of the 2021 Council of Europe Annual Penal Statistics on Prison Populations, SPACE I, which was published in April 20212.
