Console Commands are a debugging tool available to PC players, adding a wide range of functionality to the game. The tilde key ( ~ ` ) toggles the console screen open and closed. On most English language keyboards, it sits below the Escape (esc) key, and just left of the 1 (one) key.
The console is an in-game tool available to PC players. From the console it is possible, while playing the game, to enter commands that will alter most aspects of gameplay, and it is also possible to obtain detailed information about NPCs, creatures, and other items in the game.

Faction memberships (your character's and those of the NPC) fundamentally determine who will attack you (or one another), and who will act as allies. This is accomplished via the faction disposition modifiers.
The Imperial Legion faction ID is simply "Imperial Legion" (without the quote marks). Here's a list of all the faction IDs in the game (including Tribunal and Bloodmoon; taken from the CS). These are the IDs themselves; the faction they are associated with should be self-explanatory :

Factions or guilds are organizations of people with a common goal in Cyrodiil. The Hero of Kvatch can join several of these factions. Upon joining, specific tasks, known as quests can be administered by a higher-up or leading official of the faction.
