Afterburner was showing low GPU and CPU usage so I was pretty sure I wasn't bottlenecked. I tried all the popular fixes being promoted (shader cache etc) but none helped with my FPS issues. That is, until I launched the game with Easy Anti-cheat disabled. I went from the 35-40 FPS above to 55-60 FPS.
