20 sty 2017 · Presumably, that fan has 3 wires -- two for power, and one for a "sensor" (or "speed-control"). It's possible that the unplugging has damaged the "sensor". Replace the fan.
Running your fan at maximum speed does a few things. 1. It moves air faster from one area to another. Make sure that the air that is being moved can safely move to an area where it can become hot without a problem. For example, outside of your computer case. 2. The fan will make more noise. This is more a personal thing.
