From what I understand, when an account has 2-step verification, you cannot fill out the account recovery form, but there is no harm in trying.
12 mar 2024 · Whenever I try to log in to any website related to xbox (main page, account page, sign in pages on games, etc), it signs me out whenever I log in. An example is just logging in as normal on the microsoft.com page, then when I click “xbox” on the ribbon, it shows up as not signed in.

So they said they could t help me even though I gave my name, birthday, password info, and could get on the account.
