This is a list of all Xbox 360 games and their region compatibility. Note: Games sold in and intended for use in Germany, Poland and Russia are very likely to be region-locked even though other PAL-country versions of the same game are not.
You can absolutely play Japanese versions of games that are Backwards Compatible on the Xbox One/Series consoles. I have the Japanese versions of Oblivion, LEGO Batman, Gears of War 2, Just Cause 2, and Bioshock installed on my One.

A compatibility list of Xbox 360 games can be found here ; DLC can be region-locked or region-free, depending on the game. Your DLC may work out of the box for another region. If not, you can try copying the DLC folder (00000002 ) from one region's title ID folder to another and see if it boots up.
