It's all the peace deal that costs dip points. The war goal, according to your CB, is always free. If you declare a conquest war, all your claims are free of charge. However, if you want more, it'll cost you bird mana, and it's called "unjustified demands".
If they're co-beligerants you gotta take their land in the main peace deal. Looks like you found out the hard way that separate peaces still count as unjustified.
Unjustified demands are terms that are not a part of the wargoal in a war, basically meaning that anything demanded in a war that isn't the war target will cost you diplomatic power. The modifier reduces the amount of diplomatic power required to take the unjustified demands.

25 mar 2015 · As I understand it unjustified demands are everything that's not directly tied to the CB you used. For example demanding anything else than claimed provinces with a Conquest CB, anything but trade power and gold with the Trade Conflict CB, etc.
