3 sty 2022 · My timezone was set to UTC-5 Eastern Time which is what Toronto, Ontario, Canada uses. Even though I had configured the 'Date & time' to not observe DST, the time on the taskbar was matching Toronto with daylight savings in effect. I told it to use GMT-5 Bogota, Lima, Quito and voila, the taskbar now matches the system time.
