Most often it is caused by your Tray folder - your library - being overloaded. If you have too many objects in your library sometimes Gallery will not load. Go to the Documents > Electronic Arts > The Sims 4. Find Tray folder inside The Sims4 folder and move it using the mouse to the desktop.
