The Senior Executive Service (SES) [1] is a position classification in the United States federal civil service equivalent to general officer or flag officer rank in the U.S. Armed Forces. It was created in 1979 when the Civil Service Reform Act of 1978 went into effect under President Jimmy Carter. [2]
Level V positions are considered equivalent to a one star general in the US armed forces. SES Level V positions are usually Directors or Associate Directors of smaller agencies and commissions. Since 2019, the yearly pay for an ES Level 5 official has been raised 13.33% from $156,000 per year to $180,000 per year.
It is unfair, but civilian employees are paid more than military personal with roughly the same level of education, experience, and responsibility. In particular, the table below under-represents the responsibility given to senior NCO (E-8 and E-9).
For example, a GS-9 is considered comparable to a first lieutenant or lieutenant (junior grade) (O-2), while a GS-15 (top of the General Schedule) is the equivalent grade of a colonel or captain (O-6).
