19 kwi 2020 · Worn at the 2" above waist level where most high-waisted skirts are worn, my fingertips do touch the hem. These are obviously very full skirts, hence the hem length. I suspect I could probably go as short as 14" with a pencil, but I don't care for something that's tight.
