This is a pair of US Navy issued LOX boots. They are called LOX boots because sailors that work with Liquid Oxygen wore these, they have no metal shoelace eyelets that could spark. These are also used by the Blue Angel ground crews. There is no size tag, but they are large and look to be a size 13. They are in excellent condition.
