This puzzle is based on the bridges game which I will link here: Basics of Bridges [www.puzzle-magazine.com]. Essentially the numbers indicate the number of bridges that must be drawn because islands (the circled numbers). Bridges must run either horizontally or vertically and no more than two bridges may run between islands.
