To contact and request a an email from them personally, head to account recovery on the runescape website, scroll down and click on "contact" us. ETA should say 48hours but they emailed me back in a day.

The only page that leads to a contact form is the Suspicious account activity recovery page, which I am hesitant to use because I don't want my account to get locked. I've tried to resend codes over a dozen times, and used all tricks to ensure Jagex is in my contact list, there's no spam filters etc.
