The range reflects the different risk environments during this period. Ninety percent of the estimated fraud losses fell in this range.
Improper welfare payments, including welfare fraud and abuse, are estimated to account for 9.2% of all federal welfare payments and total $101 billion in fiscal year 2023. The estimate stems from the Office of Management and Budget (OMB) [i] and the General Accounting Office (GAO) reports.
