Twelfth District Court of Appeals. The courts of appeals are established by Article IV, Section 1 of the Ohio Constitution, and their jurisdiction is outlined in Article IV, Section 3. As intermediate level appellate courts, their primary function is to hear appeals from the common pleas, municipal and county courts.

Overview. The Franklin County Municipal Court consists of 18 Floors. There are eight total elevators that service the building. Four of the elevators are low rise elevators that service floors 1 through 9. The other four elevators are high rise elevators that service the first floor, as well as floors 9 through 18.
