Although it can be countable when discussing particular payments or outgoings, I really cannot imagine "government expenditure" ever being countable, not in a situation where it is necessary to add the word "government" at any rate.

It seems that expense refers to the money used for a specific purpose while spending refers to the total sum of money used in a period of time. And expenditure could more often be used in a more official context.
