Improve habitat conditions and food supply. Maintain low salinity habitat in Suisun Marsh and Grizzly Bay when water temperatures are suitable. Manage the LSZ to overlap with turbid water and available food supplies. Establish contiguous low salinity habitat from Cache Slough Complex to Suisun Marsh. X2 ~ 80 km.
