The CREATE Program will enhance the quality of life of Chicago-area residents by bringing critically needed rail improvements to communities throughout the region. The 70 projects include: 25 new roadway overpasses or underpasses at locations where traffic (auto, pedestrian, bicycle, bus) currently crosses railroad tracks at grade level.
