City Governed by Commission-Manager. The City of Toccoa operates under the Commission-Strong Manager form of government. Five City Commissioners are elected at large for four-year overlapping terms. The City Commission elects one of its members to serve as Mayor annually.
Toccoa is the county seat of Stephens County and is considered the “Heart of Northeast Georgia.” The city is progressive, friendly and welcoming. Founded in 1873, Toccoa is about 90 miles northeast of Atlanta and about 50 miles from Athens.

The City of Toccoa is comprised of a variety of departments and divisions which provide services from public safety to natural gas, as well as the implementation of public works projects and facilitating building construction process within the City limits.
