R1: Batman gets the win. His suit in Arkham Knight is badass, he has tons of gadgets and is amazing at martial arts. He would fuck up MCU Captain America. He outclasses him in pretty much everything, Batman is more intelligent and more proficient at fighting.
One could argue that Cap punches at a higher class (ie. went up against Thanos), but Batman here goes up against multiple heavy hitters in short time frames. Croc, Grundy, Scarecrow, Joker, Penguin, Mr. Freeze...over the course of a very short time.
