Most games now are compatible with the advanced installation feature, meaning you can install them to a customer folder like c:/xboxgames. If you have not enabled this I would recommend you go to the xbox app settings and set a custom install folder. This will give you access to limited modding capability as you can access this folder.
You're going to have to open the game's mod folder (which is provided when you enable modding in the xbox app) and drag any mods you downloaded off a mod repository (a popular one is Nexusmods). Reply reply

Download Xbox Softmodding Tool and extract the Xbox-Softmodding-Tool-master folder to your desktop. Navigate to the Xbox-Softmodding-Tool-master directory and double click Build Release.bat. Wait till it's done doing its thing and it will then open a new window with the built source files all ready for use.
