I'm considering getting a pc and would like to emulate Gamecube/Wii games (Among other platforms, but I'm assuming SNES, PS1, and platforms that released before Gamecube don't require more powerful specs), but I don't know the recommended specs.

i'd say $700 is perfectly fine for 1080p dolphin emulation, $1000 is more than you need. for reference, my pc was around $1100 and i'm able to emulate games on cemu (wii u emulator) at 1440p and have a perfectly locked 60fps in games where that's possible.
Have in mind that the emulator is emulating wii u's gpu through openGL and there's a bunch of costs like compile time of shaders, vram and accuricy. For instance, correct mul behavior of wii u's gpu is deprecated in modern cards, thus each mul takes a few more instructions to emulate correctly.
