I'd suggest trying it first. Game maker is pretty good for entry level programmers thanks to its drag and drop and supportive community. But even then, programming is not easy. As long as you're motivated and eager to learn, you'll be able to make what you want in game maker.

RPG Maker is fine. You'll absolutely be able to create an RPG, and you'll be able to focus on the fun stuff (writing story, designing battles, etc) rather than the programming stuff. However, as others have said, RPG Maker is designed to basically make one type of game, that being a turn based JRPG.
