If you want to use GameMaker, I would recommend using current version. GameMaker was previously called GameMaker Studio 2, name changed to just "GameMaker". GameMaker has free version without time or resource limitation, and you can publish to GX games. If you wish to export to other targets, you need subscribe though.
I previously used 1.4.9999 or whatever it was called - the final release of GMS1 - but it wouldn't work properly after I updated Windows so I was forced to downgrade. I use GMS1.4 because I'm very comfortable with the interface.
The store won't accept games built with 1.4 now, so you can't target older devices anyway as it would be outight rejected during submission. It might be useful to test locally on your own device during dev, but if you want to release to the store then you will have to import it into GMS2 anyway so you may as well use it from the get go.
