Steps to Get a Short-Term Substitute License. Download a Substitute and Paraprofessional License Checklist here. Individuals applying for a Short-Term Substitute License must use ELIS on the Illinois State Board of Education website, www.isbe.net. At the top of the page, click on Log Into ELIS.
If you would like to substitute teach you must hold a valid Professional Educator License (PEL), Substitute Teacher License (SUB), Short Term Substitute License (STS), or Paraprofessional License (PARA).
